They also require access to massive amounts of health data and specimens. This need has generated an aggressive and lucrative push toward amassing troves of human biospecimens and health and health-proxy data to fuel such research protocols. But the human subjects research governance structure was created to do just that: govern research with humans. It was not intended to govern research with all the stuff derived from them. The consequences of this imbalance between emerging research protocols and static regulations is the government-enabled privatization of one of our most valuable health resources. This talk will explore both the market forces that move secondary research resources as well as opportunities to better incentivize and police the system without reliance on private self-governance.
