Angela K. Shen, ScD, MPH is an adjunct associate professor in the School of Medicine and senior fellow at the Center for Public Health at the University of Pennsylvania. She is a vaccine policy expert and health services researcher with more than 25 years of experience, specializing at the intersection of vaccine policy and practice, quality measurement, access to immunization services, vaccine confidence, barriers to innovation, and global health. During her federal career, Dr. Shen held leadership roles in the US government health infrastructure at the Department of Health and Human Services —including the Centers for Disease Control and Prevention, Food and Drug Administration, Administration for Children and Families, Office of the Assistant Secretary for Health—and the Department of State in the US Agency for International Development. She has an extensive record of health services research experience and has published more than 100 peer-reviewed publications and opinion pieces and licensed more than 10 biologic products, including four vaccines. She serves on several volunteer boards including the Scientific Advisory Board of Voices for Vaccines. Dr. Shen is also a public health consultant working on improving access to routine and COVID-19 vaccines and strengthening immunization infrastructure and a retired captain from the US Public Health Service. Most notably she is co-troop leader of Girl Scout Troop 544 in Wayne, Pennsylvania.
